According to a police report, Mr. Adebutu, the Peoples Democratic Party’s (PDP) candidate for governor in Ogun State, spent two billion naira to sway voters across the state to support him and his party on election day, March 18, according to the report. And according to a preliminary report, Celestina Appeal, the head of card services at Zenith Bank, told some investigators that Adebutu, a client of the bank since 2009, approached it in the month of February 2023 to produce thousands of ATM cards for him.

Before the election, Adebutu instructed us to print 200,000 ATM cards with a N10,000 deposit on each, he said. Adebutu informed us that his family intended to create a prepaid card endowment plan in honor of their late matriarch, Dame Caroline Oladunni Adebutu. He continued by explaining that N10,000 had been loaded onto each card, totaling N2 billion, and that the money had been taken from Adebutu’s bank account. A detective working on the case stated, “Mr. Adebutu ordered the cards on February 27, 2023, and they were loaded with cash credit on March 16 and 17, 2023, ahead of the governorship election on March 18, in which he was a candidate”.

In his subsequent remarks, he noted that it was important to keep in mind that the cards had been specifically loaded two days before the governorship election on March 18, 2023, and on the evening of the election. It is safe to assume that the prepaid cards were used for vote buying given the distribution of these ATM cards on election day.
