However, Former Spokesperson of the Peoples Democratic Party in the last election, Daniel Bwala has taken to his Twitter account to explain why Joe Biden opted to send delegation instead of coming down himself.

According to Bwala, it is the custom of the United States to send the Secretary of State when the President is not coming.
